The second part is wonky and there isn't clear instructions on how to proceed. So the second time she tells you to get a skill (which im assuming is where you're stuck) you need to pick a skill from a class that you have never touched before. It has to have the knot looking symbol to the left, that when you hover over it says "Subclass". Then the quest should progress after you select it and exit.

On Console UI those icons aren't visible. And if it had to be a class you never touched before, then anybody who's already subclassed and leveled up every skill line couldn't complete the quest on new characters.
