Mark Target now aggroes the target

NB's Mark Target morphs don't do any damage, and as such did not aggro the target before. With the latest patch, both morphs now do. Elemental Drain, another debuff that doesn't do damage, retained the previous behaviour of not aggroing the target. It thus seems like a bug for Mark Target, considering it got an unrelated mechanical change.
