Is the Wall supposed to Up?

So I can now go to Soltice because ESO+ has that chapter. But porting in, I noticed that the wall is up and active. And I can't get through.

Even though we had that event, so I need to do the "Event Quests" to bring it down? I would have thought it would be down anyway, given it was only up for said event.

The wall gets taken down as part of the Solstice Zone Story, it is the intended behavior for players that didn't happen to have access to the Phase 3 of the event.

Ah okay. Thanks for that.
I'll do that storyline later when I have more time.
For now I managed to breach the wall by porting to the house and then unlocking the wayshrines.

You should be able to go through the glowing tunnel near the ramparts camp, but the other paths are blocked. At least, I was able to do that on a new character yesterday.

I play on PC NA, but sometime ago started an EU account and haven't really done anything on it - just two characters L16 and L20.
Haven't touched any quests in Solstice, yet can get to the eastern half of the map.
All I needed to do is get to Rampart Camp wayshrine then ride east towards Grand Juncture Pass wayshrine.

I think there might still be a few Writhing Wall event-specific quests that you can still accidentally pick up but not complete? Had an odd thing with being told to report to Razam-dar to find out how to help in the camp, but of course he's not there. And then another odd encounter in eastern solstice in the NE peninsula where I couldn't interact with a required side quest item. Or are those general Solstice quests that are still bugged?

ETA: Ok, looks like it was just a stuck quest marker on Choice and Consequence after the initial conversation with Cariel. Abandoning the quest and trying again on a different day and it worked fine. Haven't retried the Razumdar one though.
