Yes it was, but it had to be claimed via the Crown Store and was not part of the base game. When the update drops it can be accessed in game directly as per the article:
"This PvP/PvE zone was first released in August 2015 as a DLC and was made free in the Crown Store in 2019. Come March 9, it will be fully incorporated into the ESO base game with no additional work required."
It’s odd that their wording above almost suggests it won’t be DLC anymore after it’s incorporated into the base game.
On this PTS the IC dungeons still had their monster shoulders in Urgarlag’s vendor stock. I would think that means the pledges should still be given by her in the DLC rotation and they should still give the higher amount of keys. In other words, the only “base game” thing about it is that this DLC will now be applied to everyone’s account, but it will still apparently walk and talk and quack like a DLC in game.
This is similar to the way ZOS has considered Vvardenfell both DLC (see the announcement about it going free and the list of DLC zones in set collections) and base game (see the notes from this PTS) for years.
