Here's my idea I'll try to make it as short as possible.
AP seems to build up on your account and there's really nothing you can do with it (okay maybe a few sets will sale at a guild Trader and few specialty items) my suggestion is going to be very very controversial among veteran PVP players but I'm bunkered down and ready for the Flack LOL.

It centers around recall stones but this one would cost millions of AP and would allow you to travel to any of your alliance keeps including if it is flagged. An emergency recall Stone, hear me out about the cost before you say no

So you would have to spend one to five million AP to get a signed letter from a certain NPC in cyrodiil or tucked away shop in the middle of Imperial City and five Battlemaster bg tokens. For example
5mil ap and 5 Battle Master tokens combine together equals one emergency travel token.
And for the redistribution of the gold from those extremely rich veterans make it salable in the guild Traders.
But if you don't want to open it up to the Traders it would still be giving the PVP players a feeling of being able to do something with their rewards which is AP and Battle Master tokens etc etc.
And if it is restricted from the Traders or not you can put a limit on how many you can create a week like only one per week can be created or one per week can be used. I still think it's a good AP dump and a possible gold redistribution a Battleground daily Spike increase, let me know what you think.
