Blackreach Cyrodiil Campaign Broken On PCNA

As of a few hours ago there are no transit shrines, no keeps, no guards, and no gates spawning in the blackreach cyrodiil campaign on PCNA. When you go to where a keep should be all you find is the flags and a few furniture items floating in the air. For the moment GH appears to be fine, but last time this happened it started in one campaign and spread.

This happened once before a year or two ago, and it looks exactly the same, so hopefully the solution to that time can be tracked down and it can be fixed quickly.

[260227-000521] Elder Scrolls Online Support Ticket

Hello,

From my original ticket:
I was in IC and Cyrodiil yesterday but now the transitus shrines in cyrodiil and the flags in Imperial City are not there. I've turned off all add-ons, turned my PC off, turned off my internet router, waited 15 minutes, turned everything back on (except add-ons) and nothing. I cannot travel to any place in Cyrodiil. I see other people walk up to empty space, look down, then disappear. So obviously it's not everyone. This is impacting my ability to PLAY THE GAME.

Things I’ve just done:
I rebooted my computer into Safe Mode with Networking
I launched ESO
I logged onto a character that is in the Imperial City
I see no flags on my map
I have NO add-ons
I went to Cyrodiil and still could not see the transitus shrine, which means I cannot travel ANYWHERE in Cyrodiil

I have also ran the Repair option from the launcher but the problem continues to exist.
I have seen posts on the forum where other people are talking about this same issue, so it cannot be just me & my wife.

I have included the information from msinfo.txt and DxDiag.txt.
I downloaded your GameLogger.exe program, ran it, pointed it to where my eso64.exe is, and it said there “no log info found”.

I ran Game Consultant then Show Log Files and attached any file that was recently created.

Please let me know if there is anything else I can do to further assist you in resolving my issue.
