Chain lightning lightning debuff didn't fall off one person...???

images from logs show the chain lightning damage in the first image (stacks were good) and then second image is the debuff falling off... for some reason the one person's didn't fall off around 2:03 like everyone else from that stack, they kept it until 2:13 (when they died)
The other odd thing is that the person that died is registering as the first person being hit by the chain lightning even though they are a dps; I was the one holding taunt, but it's showing I was the second third one to be hit - but second to have debuff applied?

TheMrPancake✭✭✭The circuit charge debuff is gained/refreshed by touching the aoe that appears under your feet from the lightning when it pops.
If someone (usually a support who is running around) stands on someone from the opposing side and the aoe pops on both, it will refresh the duration causing them to die on the next chain lightning.
This is why on the logs you will see the person dies at 2:13 when the chimera lightning happens, but their teammates only get the debuff at 2:15 when the aoe pops.
