    Lore sources say it is a popular Altmeri dish, especially during festivals. It's not the only critter that in lore is supposed to be in a certain region but in game it isn't shown, though I sometimes wish they'd go back and retroactively add some of those in.

    That explains a lot! The peacocks were apparently overhunted and became extinct, and these are the last feathers collected.

    Not only it's available despite pheasant not roaming around anywhere (to my knowledge), but it's also "fresh". So, we cannot blame "expensive akaviri exports" here.

    and the centaurs, satyrs, hydra, basilisks, sky whales, giant worms, and who knows what else I forgot. Either they are packed like the weirdest can of sardines somewhere, or there is one very weird and massive cave system somewhere unknown.

    Considering the developed criminal organizations across the provinces (there is Thieving guild presence in every major city) there had to be attempts to stole the aforementioned birds from the "Akaviri cages" and breed them locally for profit. (After all, the carcasses go for at least 7500 gp.) Alas, there are no pheasants in sight anywhere.
