I dunno how seemingly no-one caught this, but uh, this inn in Fort Amol (Eastmarch) has a door that leads to no-where both inside and outside. While outside you can also see below the door which allows you to see through the building in an immersion-breaking manner.
and i have been in offline houses with doors like that, generally used for pulling up large objects into the house that cannot go up the stairs.

Amsterdam canal houses have a pulley at the top of the house to pull stuff into or out of the house, like furniture or in the past valuable goods from trading ships.
Base game Nord buildings do not seem to have a hook or pulley for rope and it is a door instead of a window, but as Skyrim has multiple harbours i can imagine these doors are supposed to be used the same way in-universe.
Maybe they use magic instead of ropes and pulleys
