Quest "A Toast to Malcontents" impossible to complete remaining Hidden?

Are the "Sanguine's Treats" from the quest "A Toast to Malcontents" rigged to be impossible to open without being Discovered and obtaining a bounty?

I can sit next to the containers in (semi-)Hidden state without issue, but as soon as I touch the container it switches to Discovered and I obtain bounty (and lose companion favour).

I did that without acquiring a bounty.

Not quite sure how as I am pretty sure the reticule changed to 'discovered' right before I pressed 'E', so I thought the opposite, that it wasn't set to give a bounty even if discovered.

The best tip I could give you would be to try to stay behind the one person (two of them were easy to obtain, the third wasn't) and then hope. My indicator kept going from hidden to discovered to hidden, so I got behind the person right there, and waited until it said hidden then hit E and hoped for the best. I wasn't by the containers, but almost out in the walkway.

There was one treat in the back corner of a large tent. That was the only one I was able to nab without getting discovered. There seemed to be too much going on around the other two marked treat locations.

The other treat I was able to nab pretty easily was the one on the porch? I am not that familiar with Belkarth, so not quite sure what it was.

The one I had trouble with was the one that seemed to be in a little market/square with the person who kept moving back and forth by it.

I finally just went for that one as I was getting too impatient to wait.

I didn't even crouch for either location, as I didn't notice it was theft before clicking to grab it - and I got no bounty at any location.

I got a bounty (and lost rapport with my companion - thanks ZOS, for designing a quest during heart's week that loses you rapport!). I didn't realize I'd be stealing when I took the treat.

I got caught the first couple times but I think I managed the third. Then I got sweets from the tiger.

Odd, I just casually snatched each of them without any attempt at stealth/crouching. Just walked right up and grabbed them. No bounties.

Thanks for all the responses. Strange that our experiences are so very different.

I also grabbed my first one in the merchant's tent without realising it would be a stealing action, so not surprised at getting a bounty there.

I was using my most stealthy character who normally has no issue opening lockboxes pretty much next to NPCs, but at the porch by the inn and the tent by the fountain nothing I tried let me steal without being discovered and obtaining a bounty and companion reputation loss.

Just make sure the NPCs are not looking in your direction. Standard Hiding you come out of being hidden when you pick up an item.

Make sure there is no NPC looking in your direction.

I acquired a bounty, but didn't lose companion favor (I had Isobel out, so I definitely should've).
