Seems like it should be very easy to reach the target of twelve pursuits. Perhaps because of the very short duration?
From my own subjective perspective, there are seven that should be completable during normal gameplay, four that should be easy to complete, six that are new for the event and unknown as yet, and four that are less easy or un-fun (Infinite Archive for the latter).
I wish we could have a more serious/romantic reward alongside this. I have a far too serious personality to really use this.

I've used the /celebrate emote on all the steps to the Temple in Mournhold to no avail. Should I be looking at steps outside the City Centre? Or inside, in which case I think I've done all of the steps.....

There's a wayshrine smack in the middle of the location. It's appropriately named Elden Root Temple Wayshrine.

When you teleport in to the shrine, it doesn't register that you've entered the shrine. Ride out a bit, then back in and it will pop. You have to cross the "threshold" from the outside.

Or you could.. play the game and go into a dungeon or trial.
