Steps to Tribunal Temple

Does anybody know where the steps to the Tribunal Temple is?
I've been inside and outside, all over that place, can't get the emote or the amulet to work.
Please, would love to have some help.

It's the big temple on the north side of mournhold. Just go inside and use the amulet, that's what I did and it worked.
