EU prime time occurs mostly during the afternoon on the US east coast so it's possible ZOS team members play Cyrodiil during EU prime time. With regard to NA prime time, as the Magic 8 Ball is prone to say, "Very doubtful."

If they do, they play on their personal accounts and most likely try to keep their identities secret. The last thing any player in Cyrodiil-- or, for that matter, anywhere else in the game-- needs is to be suspected of being a dev and getting unmercifully harassed and stalked by other players.
I've fought mudcrabs more fearsome than me!

On the other hand, that would be a fantastic way to identify and ban toxic players.

But what if... I were to purchase devs and disguise them as my own toxic players? Oh *** ***! Delightfully devilish, Seymour.

EDIT: Apparently, laughing like Santa Claus is illegal on the forums :D
