PC: Mouse wheel no longer scrolling

PC; back after several months away. Mouse wheel no longer zooms on anything in-game; works fine outside game. Already reset the INI; made surew gamepad and accessibility mode are both off; turned off and back on key bindings for zoom in/out on mousewheel; no effect. Suggestions? Worked fine the last time I played (yes, game updated when I came back a couple days ago).

    Have you looked in Windows settings for mouse and scroll wheel? Make sure that you also have set up correct language both for input (keyboard - that also have impact on how mouse input will be interpreted when using mouse driver/apps for mouse) as when using several language on Windows it can happen you change it without knowing.

    There is keyboard input and Windows-display language which each can be set independent of each other.

    It would also help if you explained which mouse you are using and which version of drivers and app for mouse. Use Winver as a command in Windows Search or open Windows command prompt through Windows Powershell.

    Winver will give you which Windows version you have updated it should look like this: OS build 19045.6805 (Version 22H2).

    From what you have explained about scroll wheel:

    (a) it works in other apps and in Windows
    (b) you did reset INI file (by removing INI) to force a default setting for Controls in game
    -- Have you tried also to use the default setting for Controls in game?

    (c) Turned on/off [unbind?] keybinding for zoom
    -- Did you also try to use a combo of other key to bind for zoom to see if that input command for zoom will still work when using other method for input then scroll wheel?

    Try use bind [SHIFT+Arrow key Up] for <zoom out> and [SHIFT+Arrow key Down] for <zoom in> to see if that work in game for getting zoom to work at all. If you have bound those keys use something else that will not unbind Arrow keys or rebind those keys back when you have finished testing.

    Do you use any add on and are you using Steam version of this game or directly from site downloaded Launcher and game?

    Do you have any other third party app like Discord running that also might be have its own key binds active while playing ESO?

    EDIT: Forgot to also add that ESO by default have 100 possible key bind and binding for controller and removing key or controls settings (which is set by default) for game pad/controller will instead increase that number, so don't just unbind settings for controller thinking it will give more free bindings as it will have the opposite effect. Controls are also stored on server side today (cloud based), so it might be that you have an issue where server is overriding your local settings even when you remove INI file.
