Should you buy them? The answer is of course up to you. But, some info:

The Maps from Filer Ool are not Bound. (Only the container is Bound, not the map inside. Screenshots in OP.) Currently averages are upwards of 50-60k per map on both PC servers.
When you have all 6 maps in your inventory, the 7th container opened from Filer Ool will grant a non-Solstice map. Also, some players have reported a bug: occasionally the container may grant a non-Solstice map regardless of how many you have.
With Update 49 in March (9th), Treasure Maps will stack.
There may be another Pan Tamriel event in the future, which grants a boost to lead drops from Maps. However, A. When is anyone’s guess. B. Last time they ran this event, leads in the newest zone West Weald were not included (there were multiple player reports of this on the forums, reddit, in-game, and I experienced it myself as well). Unknown if that was on purpose. So whether Solstice will be included is uncertain.

So buy these if –

You want to sell them (to buyers who only want 1/3 codex, or don’t know about the godawful drop rates, or have millions to waste and don’t care). Potential to make hundreds of thousands of gold!
You don’t care to unlock 3/3 codex to buy the furnishings, you just want 1/3 for your museum collection. The odds for 1/3 are great!
You’re willing to spend all week in IA to get hundreds of maps to try to unlock a Purple or Gold quality furnishing 3/3 to buy.
You can hold them at least until March when maps stack in U49, and then until a future Pan-Tamriel Event (no guarantee that will help) and/or until ZOS fixes the problem. (Helps if you have an alt account to mail to.)
You’re aware of the bugs (see #3 and #5 above)

Thank you for the informative post! Really good for the future, too, for if Solstice maps make it back to IA rotation.

EDIT: Confirmed stacking on old maps that players obtained pre-U49. The item ID remains the same, but the “Unique” tag will be removed so any duplicate maps can stack.
