Is ESO/ZOS actually looking at the report player tickets

I looked at the messages yesterday during my Scout Report quest and seen that a player was actually telling gamers that the hammer wielder was weak and to dog pile that person. I sent a report in that the gamer must have been confused about what chat they were in and was reporting to another alliance. I checked my e-mail today only to receive the message that "no violation had occurred" so here I am to let the community know.yti2k9wbt739.png

I report gold sellers every time I see them and it always results in action by customer service.

What you've described is not a violation of the terms of service.

So I can have multiple accounts running and report to other alliances that someone that has the hammer is weak? Hmm, sounds like a weakness in ESO/ZOS code of conduct.

Alliance spies have been a thing since release. It's not against any rule that I know of. If you want to avoid it though, I'd suggest moving to the alliance-locked campaign. It doesn't stop it completely, since people can still log in with different accounts, but it does cut down on it significantly.

its nothing like it use to be now you have full mix alliance guilds that work together telling each other whats going on , see it all the time i get why they still wear their guild banners ( way to ID who not to attack ) but it also gives them away when theres 3 ( friendly) on one allinace and an full group of 12 ( enemy) in another alliance and the only ones never to get attacked is the 3 wearing their GUILD ID thats the same as them attacking , thats why i lol when someone tries to say ESO PVP is about SKILL and COMPETITIVE as ive seen my 6 year old son beat top end players [snip]

What is it we're checking out here? How does it relate to the chat from Cyrodiil in the OP?

Is it that they seem like they're all multiple accounts from the same person logged in at the same time? If so, the behavior seen in the screenshot is expressly allowed: https://forums.elderscrollsonline.com/en/discussion/comment/6488114/#Comment_6488114

Now if they all start moving together in sync, feel free to report it.

Thank you AlienatedGoat for acknowledging what I see. The person clearly made a mistake by posting in chat, once in chat you cannot erase so they did not know that they had placed it in the wrong chat.

Could also just be a group of friends deciding to use the same outfit for funsies.

Also in the original screenshot, you can see a smiley there. Could very well be that the person is friends with the one wielding the hammer and they are just joking around in zonechat. I know I do that when my friends got the hammer and they do that to me too. And yes, sometimes we do that in zone chat, usually when someone was already talking in zone chat for other reasons.
At the very least it doesn't seem as mean-spirited as some of the things I've seen in zone chat when someone loses the hammer without achieving anything (or giving it to the enemies), or when the scroll runner is taking a bad route.

Edit: Come to think of it, I've actually done this to myself a year ago. I was trash talking the Ebonheart Pact emperor (also myself) in zone chat while playing on AD to dethrone myself, so the #2 person on EP could become emperor. This was in the middle of the night with less than 20 people total across all alliances during Mayhem, so it's not like we were sabotaging anyone really. AD was actually glad we helped them out.

This Bosmer was tortured to death. There is nothing left to be done.
