I have been able to do them both days on PS NA.

I’ve also been doing mine fine to maybe it’s that one or you’re being moved while you’re writing it you have to click and wait

using any addons? Try disabling them and see if it works

My own experience on PC is that when I arrive at my scouting destination, get the prompt to write the report, and press the button to write the report, what almost always happens is the prompt goes away but I don't write the report. Instead, I must move a tad to make the prompt reappear, then press the button to write the report.

In some cases I assume it's because I've ridden up to the destination on a mount, then pressed the button to write the report while mounted-- essentially the way players ride up to something (an NPC, a crafting writ bulletin board, etc) and press the button to interact with it without dismounting first. This causes me to dismount as expected, but I never start to write the report as expected. I would chalk that up to the "forced" dismount counting as moving after starting to write the report, thus causing it to be interrupted, but it also happens a lot of the time when I walk up to the destination, press the key to write the report, and am careful not to budge while writing. So writing the report seems to be super-sensitive to anything that the game might interpret as an interruption.
