For ourselves and others... I would pay $50 to turn off everyone else's splashy mount animations, etc.

Part of the appeal of cosmetics is being able to show them off. Allowing players to selectively disable others’ visuals could reduce the perceived value of cosmetic items if players know they may not be seen by everyone.

Do I really gotta be accepting and agree with everything people request because it makes someone uncomfortable, sometimes you gotta deal with it, and the mounts are not nearly as prevalent as skills being used in content is. Certainly you're not gonna encounter the issue of flashy radiants nearly as much.

During the last event you could barely see some of the quest givers because you had people summoning their flashy cashstore mounts to ride to the next location (or some just as annoying recall animations) every second directly next to the npc. It was even hard to follow the dialogues because you had explosions and flashes in the background the whole time, sometimes whiting out the whole screen. While player characters are hidden during dialogues, these flashy effects are not.
It's not only annoying for people who suffer from photosensitivity (Are they supposed to navigate the dialogue with their eyes closed?), but also for everyone else. How is one supposed to follow a story like that? What's with immersion? It just ruins the experience for people who are actually interested in playing ESO as a roleplayer, experiencing the atmosphere of the world, the lore and the story, instead of just running from quest marker to quest marker.

That's not how lichdom works. Also, in most TES games, they have no glowy effect.

ZOS can't easily, if at all, without ruining the game for others, address someone's slower reaction time.
ZOS can very much put in a toggle, or graphic slider adjustments to tone down effects.
