did you perhaps collect one of the Skyshards on another Character?
Characters can complete Skyshard Achievements together as they are Account Wide.

Any toon can collect skyshards they don't have (either from not collected or purchase) but each skyshard not collected on any toon, when first collected, ticks off against the achievement.
