I have a slim suspicion it might be Kari Wahlgren, voice actor for Elfbetta the Shy and *maybe* a few generic Nord NPCs.

Seems so. It's the same as voice D for female player Nords which is credited to Erin Fitzgerald. She also played Zaan the Scalecaller and that girl in Windhelm who is constantly surprised that a Dark Elf noble smiled at her.I seriously love the female voice actor, who spoke many Nords like the Beast Master in the Blessed Crucible.
