I just want to be able to turn off the Khajiit's or Argonian's tail like you can hide helmet in-game. I have yet to make such a character because I think tails are ugly and clip clothes.

There is a tail tuft for Khajiit and a series of spikes for Argonians that can be seen on some NPCs. Those things are in the files, but never ended up releasing ever.
See also the whole list of cosmetics that they’ve decided they don’t want us to give them money for. I couldn’t help but notice Solstice was full of NPCs using unavailable skin tones/hair colors/adornments/costumes/etc.7 -

✭✭✭✭✭The nearest you're ever likely to get to this is ZOS adding the option to make an ohmes khajiit, which is a furstock that look so much like elves (including not having tails) that everyone except other khajiit and bosmer tend to mistake them for bosmer.
But that means you may as well make a bosmer and pretend they're a khajiit.

To be fair, there also are outfits/motifs that are clearly made with a tail in mind (theres a costume I’m thinking of that has a notch in the belt at the back so the belt goes over instead of through khajiit tails).
