Does ignoring a player keep us from being matched with them in ToT?

Does ignoring a player keep us from being matched with them in ToT? I ask because I like to play a Casual game once or twice a day and I frequently get matched with a certain player that is always a bad experience. They keep picking decks I hate and end up playing mass amounts of cards every turn. I've gotten to where I just concede the second I see their name, but it would be nice if I could avoid them all together.

Definitely not. I have some players on ignore because I could not care about their whispers after games, but I'm still matched with them.

That's too bad. I can see why they may not want to do that for Ranked games but thought it may be possible for Casual.

Nope, I've had some pretty horrible messages from people I've beaten in games, and added them to my ignored list and still got matched with them.

The ToT community is small and toxic so I don’t play often.

Even when I do and lose, I have had opponents message me after “garbage” or “you suck”. I report and ignore them but no action is taken against them and I end up paired against them down the road.

It makes an already unenjoyable part of the game a non-starter for me.

I've never received any messages from anyone that I played. I don't message the other player either, although I did message a known very good player I was matched with recently to tell them I knew I was toast! Then after the game was over (The score was something like 52 to 0.) to thank them for the worst game I had ever played!

I just find this one player very unenjoyable and don't want to play them any more.

ToT's matchmaking is so loosely designed, you can't just use it as it is.
If you want casual experience, you need to play ranked mode before the leaderboard. When the month resets I usually start at Quicksilver and just stay there. Almost no Rajhin spam or hyper aggro, just normal people playing normal games (at least on my server, dunno about PCNA).
