That’s not a mistake. That’s simply the outcome: players who didn’t face the Solstice event issues ended up getting the same reward as those of us who dealt with all the bugs with the Season Pass.
ZOS is offering a free reward to everyone, even to players who didn’t experience any problems, while those of us who spent money and time dealing with constant bugs and stress receive the exact same thing.So then… who’s the best friend here?

Bear in mind that a lot of players - myself included - will have paid for the Content Pass but not bothered with the Event because of all the negative coverage of it.
Given the complaints about the lack of value for ESOPlus subscribers, there are probably more than a few of us who didn't buy the Season Pass in protest

Most of all it's advertisement for the store, to get people to look into it who usually don't.
