Scribing Vault Skill Bugged With Negate

Very simple bug:
The Scribing skill "Vault" does not work while under the effects of a Negate, despite being a Stamina-costing ability that should not be suppressed.
You can see this demonstrated here.
The skill is not greyed-out like Magicka and ultimates are but the skill itself does not complete after casting. You can see the animation begin and then be immediately aborted. I attempt to cast it 3 different times in the video and they all demonstrate the same abortive behavior.
My guess is that there is some invisible Spell-type coded effect (similar to setting up a piece of Siege equipment) that is a component of Vault and that is unintentionally suppressed by Silence. This is clearly a bug, though, and should be fixed.

✭✭✭✭✭I don't think it's vault being affected by silence. Negate also removes and supposedly (as stated in its text) prohibits AoE abilities from happening. It's probably intentional because it's an AoE. I'm just a PvEr so I thought it only deleted ground AoEs where it's cast (as PvE negate does work that way in some content).[PC/NA] Dungeoneer (Tank/DPS), Semi-retired Trialist, and amateur Battlegrounder (DPS) with a passion for The Elder Scrolls lore.

The silence part prevents the use of magicka abilities.
So stamina abiltities won't be greyed out, but any AoE will fail on cast.

I believe your answer but that is so absurdly obtuse for Vault because no AOE is even created by the ability, it's not even a player-targeted ability. It simply fires around you with no further control just as a Steel Tornado would, which is a Stamina AOE but mercifully lacking whatever back-end kludge mechanic relegates Vault to suppressible status.0 -

It's nit-picky I know, but Steel Tornado is a self-target that does AoE damage, whereas Vault is a non-targetable ground based AoE that can damage/immobilize/debuff/heal mutltiple targets.
