Walks-in-Ash not found in Rampart Camp during Support the Fellowship quest

I'm doing the Support the Fellowship quest, and I am supposed to meet with Walks-in-Ash in the Rampart camp. My character is in the area where the little white circle is (in the samp), but WIA is nowhere to be found. How can I proceed with the quest?
