Actually, the rate adjustment came in right around 2pm-ish Eastern. Mid-day for most of PSNA. At least, that's around the time @ZOS_Kevin posted the announcement IIRC.

Okay. I looked at Discord and it says 2:46 PM eastern time for the post, and I should have seen it at 3 PM eastern time when my Discord channel says it made it available for me to read. So on Central European time I think that is 9 PM local time for players to hear about the rate adjustment. So Europe had some time before most of them went to bed to gain progress, and North America had all of prime time to gain progress. Better summary?
