I only wanted winterhold if it came with scribing, but we got scribing before then... so my vote is still Skyrim but Whiterun region and surrounding. let's finish off Skyrim's map.

What if it came with a big expansion on scribing, like say, new scribing effects and combinations, but also ones for class skills specifically.
... or maybe a 2-parter since that's what season pass does where we get middle portion first then winterhold portion to finish off skyrim entirely.

That's not an accurate list. Telvanni Peninsula was not in TES3 (which was Vvardenfell only) and TES1... Well, if we count that, then every zone would have already been in TES1, except for the few that were made up later like Solstice. Plus, Wrothgar was in TES2.
