I only wanted winterhold if it came with scribing, but we got scribing before then... so my vote is still Skyrim but Whiterun region and surrounding. let's finish off Skyrim's map.

What if it came with a big expansion on scribing, like say, new scribing effects and combinations, but also ones for class skills specifically.
Tes fans hate Ulfric Stormcloak for imagined bigotry but love Dagoth Ur, the Empire, and the Telvanni unironically.

i feel like in terms of skyrim area we already have plenty of snowy regions, whiterun & surrounding areas would be more interesting imo. or maybe a 2-parter since that's what season pass does where we get middle portion first then winterhold portion to finish off skyrim entirely.

first of all, the remaining portion of skyrim is way too large to be squeezed into one content pass (as in one year). secondly, I wouldn't make any plans based on what we saw this year. they said at the beginning that 2025 was going to be a transitional year. where they would try something new while still remaining fairly similar to the chapter model we've had before. starting next year, content could be wildly different. so we might not even get another content pass (which would be for the best).

I think there will be at least one but I doubt it'll amount to a greater area than a single chapter would encompass. so likely something of a size between a Q4 DLC and a Chapter.

Even this year's content - both halves of Solstice together - just had the scope of a usual Q4 dlc when it comes to the number of quests. So since they said this was still a more or less chapter-like transitional year, I expect even less content next year.

As others said, we're due for a nostalgia trip, it's never been longer than a year before a previous TES location is revisited.
    • 2015 - Orsinium - Wrothgar
    • 2016 - Thieves Guild + Dark Brotherhood = Hew's Bane + Gold Coast (TES IV: Oblivion)
    • 2017 - Morrowind (TES III: Morrowind)
    • 2018 - Summerset (TES I: Arena)
    • 2019 - Elsweyr
    • 2020 - Greymoor - Western Skyrim (TES V: Skyrim)
    • 2021 - Blackwood (TES IV: Oblivion)
    • 2022 - High Isle
    • 2023 - Necrom - Telvanni Peninsula (TES III: Morrowind)
    • 2024 - Gold Road - West Weald (TES IV: Oblivion)
    • 2025 - Solstice
Some of these are a stretch like Necrom, but I think it notably fits the theme and location of Morrowind to cash in on that nostalgia even though that location isn't visited in that game, only mentioned.

My money is on "Central" Skyrim with a Dark Brotherhood element.

For the big 3 it's the farthest up the list (TES 3, 4, 5). I only said DB because they teased the hand logo during the 2025 preview event, but they also said the new model allows them to play with 3-9 month themes instead of over a year. I wouldn't be surprised if DB is used for a mini pass in Q1/Q2 while the remainder of the year is for the big pass and Skyrim.

It could be cool to have both in the same zone, but I really want them to revisit the College of Winterhold and utilize our initial hopes of bringing a new weapon like "Magic + 1H" and/or an expansion to Scribing in that setting. DB wouldn't really fit that theme. Gold Road was okay, but I still think the College would of been way cooler, they have a chance to redeem themselves, maybe Scribing is expanded there to include some class skills like they initially teased.

That's not an accurate list. Telvanni Peninsula was not in TES3 (which was Vvardenfell only) and TES1... Well, if we count that, then every zone would have already been in TES1, except for the few that were made up later like Solstice. Plus, Wrothgar was in TES2.

Like I said, it's a stretch, but imo it still felt like they tried to cash in on that Morrowind nostalgia while still trying to do something new. Obviously Vvardenfell in the actual Morrowind chapter was a full on nostalgia cash in. Main point still stands, we're in for a nostalgia location imo and Skyrim is notably unfinished.

Most of all, ESO Morrowind was well-received because it was well-written. In comparison, people liked Necrom much less, Morrowind nostalgia or not. Greymoor was also obviously trying to attract old singleplayer TES fans, did succeed to some extent, but there was already a certain decline... Blackwood even more so: Could have attracted masses of Oblivion fans, but no, it wasn't a huge success anymore. Will ZOS try to work with nostalgia again? Sure. What I'm saying is that I doubt it helps much if the writing is not quite it. People who were already disappointed with earlier "nostalgia chapters" won't look into ESO again just because another Morrowind/Oblivion/Skyrim zone drops.

At this point I expect nothing other than more changes to bring ESO closer to pure maintenance mode.

I believe vengeance is ZOS solution to bring PvP to maintenance mode for PvP.

Dawnstar and Winterhold are at the top of my wishlist <3 but if my memory isn't wrong, both are open cities without gates, so I'd really love to see the return of cities made in the "pre-Greymoor" style, when they didn't require a loading screen to access.

My biggest hope is that the game makes it another year. Outside of that I don't think it's reasonable to expect much in the way of new content.
