Lightning Staff attacks bugged, skills bugged, cannot damage targets

Three times now the lightning staff has bugged out and stopped doing damage to boss targets in the infinite archive. Worse yet, the bosses affected by the staff bug were also immune to skill damage and skill effects.
Oddly, companion damage, set procs, and bashes still work when the skills and weapon damage bug out.
Talking to some guys in cyro, they have had the same problem with lightning staffs bugging their skills out. They said they can still use siege weapons though.
Guys, we know bugs happen - but youtubers like epic-buttkkr were reporting game-breaking bugs like this on the PTS over a month ago. The combat/animation changes should not have gone out in this state. Remember all the propaganda your marketing girls fed us about the content passes and how it would allow the devs to put out better quality content when it was ready?

Goldie✭✭✭✭✭Its not just lightning staff, its ANY weapon in Cyrodiil. The Guards become unkillable and cannot be aggro'd. Attack animations are getting stuck, or just dont work at all. Audio is cutting out, some sound effects are stopping all together. Its not only Cyro, but its game wide. Someone at ZOS hit the wrong button.

Onomog✭✭✭✭✭Experiencing the same. Had the lightning staff bug out in IA, where instead of attacking the boss which was at my 12 o'clock, it arced out to the left to a mob at my 9 o'clock. Unbelievable....1 -

✭There have long been mobs that cannot be targetted/damaged during some of their animations. This patch (U48) has turbo charged that problem.1 -
ShutUpitsRed✭✭✭Same issue, lightning staff and IA have been especially bad for me. I use Crystal Weapon and that hasn't been working either (unless I equip the Maelstrom Baron polymorph... lol)
ZOS please revert the combat changes, the game is becoming genuinely unpleasant to play, even avoiding that event.1
