The ability to concoct narcotics at the Alchemy Station.
To brew, and to cook psychedelic edibles at the Cooking Station.
These items will be marked as "Stolen", and the Bounty Meter will be set to "Notorious" as long as in possession.
A new Daily Quest, or Heist Quest called "Smuggler's Run" could be implemented for generous rewards, if completed under certain conditions.

Consumption of these consumables could provide powerful and unique effects, with side effects due to the addictive and destructive nature.
Additionally, visual effects similar to those when consuming the Sailor's Warning Festival Grog, or interacting with the Vision of Mora (furnishing), could add a flavour of fun, and immersion.
Spiralling down to an even darker underground faction for more nefarious crimes, related to; vampires, werewolves, witches, Daedric cults, and more.
One that deals in; blood, soul gems, souls, organs, bodies, remains, etc. could see use here. (Although probably too dark, thought I'd mention it.)
