It does but why should one person tie up the board? I know others have had these kinds of discussions on here from before, but I too think this is a good move though a painful one but still something that needs to be fixed.
It's tacky for one person to have what... up to 20 slots? C'mon. No that's not right. Make room for someone else whose earned it too. This game needs to get away from being so top heavy. This is the good side of competition, its healthy. Not like the event at all.
Update to Leaderboards
Going forward, leaderboards are now Account based (except Cyrodiil boards for now). This means you will only have 1 entry per leaderboard, and it will be the highest score for the associated activity. Class specific leaderboards have also been removed. We are taking a look at leaderboards to better streamline the experience overall. The goal is to make leaderboards make a little more sense in a post-subclassing world and to have a more unified and fair experience for players.
With this change, the number of people per leaderboard can be adjusted based on feedback. So please make sure to provide any thoughts on this.

Giving participation trophies rather than rewarding merit is insulting. If you didn't like one person being at the top (who probably took many hours to learn and practise an arena), you can also practise for hours to join the first place spot.
What's unfair and not right is not acknowledging someone's effort and dedication. Moreover, doing an arena several times at least gave you some nice loot at the end of the leaderboard week. Now it's pointless to run more than once.
Many people had fun placing their characters in the leaderboard and competing against each other. It was a form of rivalry but as usual mediocrity voice won.
