Y'all know you can just hop into Coldharbour and kill pretty much most of the enemies there for Souls right? Or any of the deadra infested public dungeons. Goes really fast.

I really don't think that's all that's going on here. I'm running on my main with high dps and have never had any issue getting drops in any event based on damage.

Yes, I've been collecting them in the modified delves and public dungeons because I wanted to see what those are like. So for the six vitrified souls quests on PCEU I did the delves and public dungeons in Alik'r, Auridon, and Bangkorai. Then on PCNA I did the delves and public dungeons in Deshaan, Eastmarch, and Glenumbra. (I'm going down the zones in alphabetical order.) The delves and public dungeons took me longer on PCEU because I went through them from beginning to end to see which parts had been modified, but they went quicker on PCNA because I'd seen how the modified areas tended to be near the start of the delve or public dungeon and, in the case of the delves, near the location of the delve boss. So it's usually very quick to get vitrified souls in the modified delves and public dungeons, unless you want to take extra time to look for the locations of the event bosses.

I noticed in the Deshaan public dungeon that the invasion mobs were respawning almost exactly timed with a loop of killing them in the first few corridors. I farmed the golden pursuit in almost an uninterrupted 10 loops with non stop enemies.

I'm not saying the "Only Top DPS get drops rule" is the only reason the souls are hard to get. Not at all. I think the RNG is messed up. But I think it's a factor, and proportionally hurts people who aren't high DPS more.
