The GP doesn't say where to find them, just that they're "deployed across Tamriel".

Are they the same thing that's supposed to spawn in place of the Dark Fissures?

    Yes.

    They also spawn at the sites of the new Solstice world events now, always 3 of them at once. That's the best method to get them done - if the world event triggers correctly.

    Well <self snip>, I don't have the content pass. I can still (just heckin BARELY) complete 20 of the Pursuits to get everything, but the fact that the Devices only reliably drop in Solstice makes it a lot harder for people who might not be able to complete other tasks.

    Like I get the whole point of the GP is to probably encourage people to by the pass, but since people who don't have it can also take part, I wish a few more of the Pursuits were ones people without the pass could do easier.

    Ah well, at least I can manage it. Thanks for the answer and advice.
