Do those things go together though? If I wanted to know which of two players is more skilled I would have them both play the very same build or at the very least the same build options. I would most definitely not allow one player to bring better gear to the fight than the other.

Your builds and your ability to play them are part of skill.
What you are talking about is 2 people's ability to play the same build.

What you are talking about is 2 people's ability to play the same build.
"Your" builds are irrelevant during Vengeance. You play "Their" builds...which is not the ESO I personally enjoy. Making my own builds is 90% of the fun IMO.
Making builds is of course part of the game. There are so many possibilities, and how to solve the build related performance issues? Making the game simpler could be a solution. Maybe classify gear differently so that not all combinations are possible. Now too often builds are overpowered and can't be trusted. Having to deal with that should become history.

I suspect they fear losing players if they implement any of those ideas.
A lot of pvpers are only playing because of the game's combat, design and build customization options. Once that goes, the people playing because of those reasons will too.
Their survey doesn't show that because people that don't participate in the test aren't allowed to take it. If they were then it would show them what they already know since they aren't letting Vengeance run alongside standard Cyrodill.
The demand for ESO-lite is pretty light.
