Hooke (Faded Scarlets quest NPC) is justice tagging

Quest NPCs are supposed to NOT trigger bounty. I just had Hooke trigger it when looting the thieves' trove in the basement of the Caelum Vineyard.

I'm often caught by Gabrielle looting the mages guild basement (while I wait for Shalidor to finish his thing) while doing the MG questline. Not all quest NPC's ignore thievery.

The fact that not all quest NPCs (especially those you get tagging along) do so IS a bug.
