    Rather than remove the Criminal Act, I think they should add it for all of those things.

    Add in Daedric sorc pets for good measure. The empire's been overrun but daedra but nobody cares if they show up in town? ;-)

    I think the better solution would be to re-emphasize immersion and class-identity, not further erode it!

    I seriously disagree with this suggestion for both necromancy and vampirism.

    I would advocate going the other direction instead and making guards weaker and there being a point to avoid or fight/kill them.

    I agree. Please don't make the game even more bland than it already is. Keep vampiric acts meaningful.
