I also should make it clear, this is mainly based on how the story is going and not just on pvp population being lowered. I myself want to see cyro keep going but made this poll out of curiosity to see how others feel about cyro and maybe bunch together a bunch of suggestions. Seeing that at the time of this edit that there is 0 votes for removal actually makes me happy to see that people still want it. This isn't about removing it entirely.
Also a bit of a theory Is the campaign called Vengeance a hint of the future story of ESOs next chapter?

Honestly, Cyrodil is so much about pushing and holding the map when the other alliances aren't playing. So much so that having a "night crew" is really all the difference in any individual campaign. You can still own prime time, but you will still lose the campaign if you don't have a good night crew. This puts the emphasis on a small handfull of players putting in a TON of hours to win a campaign.
I'd like to see it where if the server population drops below a certain threshhold, the Imperials push out and retake the map so NOBODY has the advantage of holding the map when there aren't enough players to actually fight over objectives. That way, players don't have to worry about going and running a night crew to be competitive in a campaign.
