As compromises go, this one is pretty solid.
And like all great compromises: no one is truly happy, but everyone gets a little of what they want.
ZoS gets to continue making $$$ on a clearly aging chassis rather than buckle down at long last and update, and players get SOME of the classic flight fantasy they've been asking for since the game launched well over a decade ago.

It probably wouldn't... apparently every new mount in ESO needs them now. God, I can't say how much I HATE those neon colored explosions, summoning animations and effects in general. I really wish we'd have some way to turn them off.
As for the OP's suggestion... a hover mount like that would get stuck on every pebble just like the normal ground mounts. Which would not only look bad but also completely defeat the purpose of having it.

I know a lot of people who would use that. And I also see why ZOS absolutely would not go for it. It’d be a win/win for the players… but a major loss for ZOS’s bottom line.
Seeing flashy stuff from other players is advertising, full stop. They want people to see it, and they want people to be inspired to buy Crown Store things to have it for themselves. And it sells - when’s the last non-flashy thing that they sold in the Crown Store that generated a lot of hype?
Think of it like YouTube: they put ads on videos, and then they immediately went on a “no adblockers!” crusade. Why? To get people to buy their Premium service. The whole model is that you must be forced to see the ads… unless you pay them to not see ads.
If you want to be able to hide other peoples’s flashy mounts or weird armor styles or lore inappropriate names, it’s honestly not in ZOS’s interest to let you do that. But if you asked them for a switch that you could pay $5/month on top of ESO+ to have that choice… then maybe it would make financial sense…

Actually, ZOS manages to accomplish the opposite ... the flashy, exploding mounts, pets and animations have all but turned me completely away from the clown store. I only visit the store when I actually need to buy something like character slots.
Adding the option to replace all mounts with a brown sorrel horse would make me more likely to really enjoy the game again and that in turn would increase my willingness to spend money.
