Someone just got all the leads. He needed around 350 maps to finish those leads.
Maybe you could ask him about strategies there. On the first sight it looks like he didn't excavated any leads, where he got 3 entries already.

I've already talked with them on an older post about the same subject, and yes indeed it needed around 350/400 maps to get this lead, which again is absolutely mental if intended. he had to keep the purple tree lead unscryed/unexcavated otherwise nothing else would drop, thus proving AGAIN thats its a bug

I think the issue is specific to second and potentially third drops of leads, except the grand tree lead, which drops a lot. I have 14 of these myself.
I used IA to grab 7 maps at a time. Thie first seven gave me six leads. I had every lead found via treasure maps my the second batch of 7 maps. I excavated all leads. These were all my first instances of leads outside of THE TREE.
Since then I have done 8 batches of 7 leads. Meaning I opened 56 treasure maps. I have gotten the tree again and one green lead.
Something is up with subsequent leads. Can we please test for this or confirm that this is the desired behavior by zos? 1 lead ( not counting that tree ) in 56 treasure maps is terrible and the likelihood that this is bad rng is exceedingly low.

Im up to 63 treasure maps now with one 'second' lead. 63 treasure maps with 11 available leads is not rng
Something is definitely wrong with subsequent leads.

When considering the system as a whole:
- Treasure maps do not stack and are 'unique' items; this results in a ludicrous amount of busywork regardless of the approach (trying to 'store' them using the mail system, alt accounts etc or 'unearthing' them as they come).
- Treasure map pool is beyond diluted now, and at least regarding zones that only have two treasure maps levelled lists seem to be weighed to favour S.Elsweyr/Galen.
- Antiquity furnishings are often multi-lead affairs.
- Lead drop rate (beyond the first 'set') is atrocious.
You get four layers of inconvenience/adverse odds stacked on top of each other (with the last layer taking the moldy, stale cake in that regard).
If this is 'working as intended' - as the devs insist on - I can only conclude that whomever this is intended for that player is not me and the only sane course of action - in my case - is to disengage.
