U47 Incremental 2 & Skills Not Firing

So special effects will no longer act like walls?! That's great, but what about non-target skills like AoEs, self-heals, and bar swapping taking multiple key presses to fire (even with latency of less than 100ms)?

So, to answer my own question ... NO, it wasn't fixed. Skills are STILL taking 2 - 3 key presses as is bar swap.
