Targeting has always been kind of tricky at times if you're playing in the third-person view, because it seems like where the game thinks your character is looking isn't necessarily the same as where your character is facing as seen in the third-person view. It's generally easier to target as desired when you're playing in the first-person view, although even then there can be issues due to how the game seems to prioritize the various targetables in your vicinity.
