Scribed skills do not level as there's no progression system for them. You tailor them to your preferences by selecting the Affix/Signature/Focus scripts. You can change those scripts at any time.

Writ Vouchers are given for completing Master Writs. When you visit Rollis Hlaalu or Faustina Curi, outside Mournhold/Wayrest/Elden Root, they sell products in exchange for writ vouchers.

That's correct that it won't level up to be different. You change it yourself to do different things based on the scripts you put in it. Example. Banner bearer. I can change between different kinds of base damage. Shock, magic etc. I can make the middle script different things, cavaliers charge for example gives me weapon and spell damage for my movement speed buffs, up to 300. My last script can give many different buffs. Intellect and intelligence, sorcery and prophecy etc.

Master writ voucher venders are great. They have amazing furnishing plans and other stuff.

It all depends on your build. I believe you can use a bunch. Though some are weapon specific. Some depend on how you build them. Ulfsilds contingency can be a heal with the heal script. I use it on a build for damage with a flame script. It's all in how you make them. Do dailies to get scripts. Collect a bunch and go wild. Id check out a guide video. Ninja pulls has one that's great as fo many creators. Also at mages guilds across the world, there is a free script in each one.

Scribed skills don't morph, so they only have one "level." If you want them to do something different, then you rescribe them with different Focus, Signature, and/or Affix scripts. Otherwise, they're just as you made them.
