Console UI flash effect after loading and in UI

With the update their seems to be a momentary sudden increase in brightness both when loading into a new area, and when navigating the UI. I've recorded a video of navigating around the settings UI so you can see the sudden 'flash' effect. Can something be done to tone this down please, as it is rather jarring

This animation, or whatever it's supposed to be, is unfortunately really unpleasant and annoying. It happens with varying intensity when opening the character selection menu, logging into the game, and switching between different menus.
