Right now Rampart Camp is activated with enabled quest which is bugged though.
I'm not sure it was intended.

Thanks for the follow up here.

We have confirmed with the team that this quest shouldn't be active yet and it cannot be completed or progressed. We have it listed now to turn off during a future incremental until the event properly starts.

Writhing Wall daily job broker quest can be done. I just found this today while doing the prologue quest on an alt.
