Is the Launcher supposed to appear as multiple processes in TM after complete shutdown?

Hi, I just checked my taskmanager as I was dealing with performance issues and noticed this:
After closing both the game AND steam, my taskmanager still states that multiple processes in regards of the launcher are running in the background.
One process for every instance I started and closed the game today while the PC was running.
Why?
I shut down the game traditionally. No alt+F4 is being used. I don't get any crash notifications either.
The steam application is also entirely shut down. This is what happens when I leave the Live servers btw, not PTS.
Is this supposed to happen and I just don't get it?

✭✭✭✭✭There have been a few threads recently with several players having similar problems with the launcher not shutting down when we close the game.
@ZOS_GinaBruno @ZOS_Kevin May we please get verification that ZoS is aware of this issue and if there is a fix being looked into?PCNA1
