Battlegrounds starting without full teams

I've been seeing battlegrounds starting without filling each team. If I remember correctly this is how it used to be during 3 teams days, but I didnt see anything in recent patch notes about returning to this. This morning I had a domination game with 4v1 at the start. And it isnt due to people leaving either, the teams were just never filled.

    I'd actually be in favor of the match starting without full teams after the 5 minute timer ticks down.. But that isnt whats happening. I see the timer for a few seconds after joining and then it goes into "Starting match in...."

    There is obviously more work to do but the fact that they are doing anything is promising..it means they aren't setting and forgetting bgs.

    I am getting pretty sick of zone dailies and IA. I cant wait for bgs to be better.
