I'm having this problem too. At first I thought that my screen got defective but then I found out that this problem is only affecting ESO. It's really weird. When I play in a window and take one minute to do something, the game gets darker for no reason, only the ESO window. Never saw this problem with any other game or software.
I tried to fix it following your suggestion, but in my UserSettings.txt file there's no SET EnergySustainabilityMeasuresEnabled, but I found this line instead: SET ENERGY_SUSTAINABILITY_SCREEN_DIM_AND_RESOLUTION - I set this one to 0 but it didn't work. Is there any way to fix this annoying issue?

Settings -> Video -> Idle Power Reduction

Also, about the new settings, do they let you disable the lower resolution/frame rate when AFK? (Maybe this was just on consoles so you don't have those controls, Idk...)

the "idle power reduction" setting ties both the lower screen resolution and screen dimming
if its set to disabled, there wont be any resolution reduction or screen dimming (the FPS reduction when idle is a different setting)
i dont know what it looks like on consoles, but im assuming this would come to consoles when they get U47 since its only been on PC less than a week
It used to be
SET EnergySustainabilityMeasuresEnabled "0"
with "0" for disabled and "1" for enabled. Now it's
SET ENERGY_SUSTAINABILITY_SCREEN_DIM_AND_RESOLUTION "2"
with "0" and "1" for different timers and "2" for disabled
