Imperial City: Pre-Arranged Fight

Premise: So, Imperial City is very low population. Only ever a few players wandering around at a time, and none of them venturing near the arena in its namesake district. This makes getting the kill 100 players in the arena achievement nigh on impossible to get. I want to organise a pre-arranged fight, in the arena, with people in one of the guilds I am in. Three teams, one for each alliance, whacking the daylights out of each other - I stress this - not just standing there and dying; because that would be dull. Someone flagged to me that a few years ago people got banned for doing a guild event like this. Having scoured the ToS I can't see why that would be the case, nor can I see any discussions on the forums (though they may be archived) about this.

Question: @ZOS_Kevin @ZOS_GinaBruno Would you please be able to clarify the situation. Would such a pre-arranged fight be a violation/ban action?

I've arranged multiple such gvg fights in the past. I'd be fairly sure its not against TOS to run community events like that. Standing there and just 'wintrading to get the achieves' might be potentially against the TOS but honestly as it doesn't hurt anyone if they took any action for it it feels very questionable (in comparison ap win trading to get emp does hurt other players).

btw the best way to do this is to have the districts setup like this: 1 faction left, 1 faction middle and 1 faction right that way if you have to release it's a quick runback to re-engage in the fight.

Otherwise just fighting inside the IC middle arena is also fun.

Honestly I straight up don't believe that anyone was ever banned for this. Community dueling tournaments were a thing long before the duel system was in place (i.e., you had to organize where to meet up and fight in open world PvP), and organized GvG fights are extremely common in the IC Arena and in Cyrodiil.

Perhaps instead of trying to grief an event if told about it you could simply ask those players how you could be involved next time. Community generated events are a healthy thing for the game and help boost population. As long as players aren't using the event for griefing or boosting emp there's no real impact to the rest of the player base.

For example during the gvg events I organised we'd sometimes take over a side outpost where guild on multiple sides could then fight for it with all the walls / doors down for 1-2h, this could be seen as a small amount of griefing as it affects the campaign score minorly (potentially 1 point per hour) but we'd always try and explain in zone that there was an event happening so that players wouldn't turn up unexpectedly.

You make a couple of presumptions.

    1) When was the last time you saw a player inside the actual Arena?
    2) Who said you weren't welcome to join the fight?
    3) A near 0 population in IC is boosted by having players actually in IC.

@ZOS_Kevin Would really appreciate some clarity on my initial question. Is such a an organised PvP event allowed?

I didn't assume you were intentionally griefing.
Perhaps instead of trying to grief an event if told about it

    context is important.
You seemed upset that you were teamed up on by players taking part in an arranged fight as you called it so I was suggesting you whisper them to see how you could be involved.
Most players usually wont tell someone to 'get lost' unless there have been multiple issues with that player.
