I want to gain Major Brutality and Sorcery without hitting enemies with Siphoning's Drain Power.

Drain Power
Siphon the vigor from your enemies' blood, dealing 1742 Magic Damage to all nearby enemies. If an enemy is hit, you gain Major Brutality and Sorcery, increasing your Weapon and Spell Damage by 20% for 30 seconds.

Drain Power is an AOE skill, but I have to hit enemies to gain Major Brutality and Sorcery.
Sorcerer, Dragonknight, Templar, Necromancer, Arcanist, and Warden can gain Major Brutality and Sorcery without hitting enemies.
Only Nightblade is excluded.
It may be because NightBlade ganking was powerful.
However, there are currently subclassing.
Nightblade no longer has 3 Nightblade skill lines.
I think there is no longer any reason to restrict Drain Power.

    Just get Surge from Storm Calling to prebuff. It used to be you had to backbar 2h for Momentum to prebuff your damage on nightblade

    I use Siphoning/Dawn's Wrath/Green Balance, so I can't use Storm Calling.
    I use Destruction Staff/Restoration Staff, so I can't use Two Handed.
    The most unnecessary skill line is Siphoning, so if I give up Nightblade and become a Sorcerer, my wish may come true.
    But do I really have to give up on Nightblade?

    Sorry, from the first post it sounded like you were still trying a pure nightblade.

    I can't make any further suggestions without knowing your goal with this build

    My goal is to give Drain Power Major Brutality and Sorcery.

    I agree. The hit requirement for the buff to be applied is limiting. Very limiting.

    Over the past six years, there have been several attempts at bringing ZOS to see their error and remove the hit requirement completely from the game. Degeneration, Hidden Blade and Venom Arrow also have the same limitation.

    Degeneration comes to mind as an alternative. You still have to hit a target, but can be at range and open your rotation with it. That's what I did on my Templar for ages. Before Subclassing, that is.

    To make up for that condition the Power Extraction morph debuffs the enemy with Minor Cowardice and gives you a 2nd damage buff in Minor Courage. Resulting in an AoE damage skill with two damage buffs Major Brut/Sorc and Minor Courage that last 30 seconds, a 10 second damage and healing debuff on all enemies hit in Minor Cowardice, and a chance at afflicting the Diseased status effect which deals more damage while applying another healing debuff in Minor Defile.

    Nightblade has numerous ways to guarantee the hit. 2 mobility skills (one is always active on either bar), a gap closer, an AoE instant fear, a single target instant stun, a teleport, and a single target immobilize/snare. It might suck for your build, but this is what it was designed around. It's a very strong skill with a lot of effects that a full or 2/3 Nightblade would have no trouble meeting the conditions of.

    You ask if you really have to give up on Nightblade, but you yourself admitted that Siphoning was the most unnecessary part of your build and are you really even a Nightblade at that point? You may be attached to that specific character, but you're no more a Nightblade than a Warden or Templar currently.

    If you are attached to the character instead of performance I'd suggest dropping it for Degeneration or adding Mist Form to your bars. A mobility skill you can use to teleport into the enemy and directly cast Power Extraction. Vampire and Siphoning also fit together very well thematically.

    You'd end up getting the 300 weapon/spell damage from Vampire's Strike From the Shadows passive + Major Brut/Sorc + Minor Courage + debuffing them with Minor Cowardice and potentially hitting them with Diseased.
    Grave Robber - Robbed
    Harmony - Shattered
    Stalking Blastbones - Sacrificed
    Corpse Consumers - Buried

    Use degeneration instead, scribe a skill that provides the buff, or drink a potion. There's like lots of solutions for this issue.

    Green Balance and Restoration Staff are used for long-range healing skills.
    Dawn's Wrath and Destruction Staff are used for long-range attack skills.
    Those weapons and skill lines don't fit with Mist form.

    Although the subclassing was implemented, I'm still plagued by the inconvenience of Nightblade class skill line.
    The other 6 classes can choose from class skills.
    However, only Nightblade cannot choose from class skills.
    Nightblade only has the freedom to change classes.
    That is all I want to say.

    The Major Brutality aspect definitely needs reconsideration.

    But the true elephant in the room is how truly awful the Mag version of the skill is versus the (frankly overloaded) Stam version.

    The Mag version needs a complete overhaul.
