PVP lag Why?

1st weekend after Vengeance, a weekend off work to be able to enjoy playing PVP. 1st 5 minutes into cyrodiil...... lag so bad that skill aren't firing off at all. latency spikes up to 500+ms, frames drop down to 20fps. The whole time not even in combat. Now I know there are some people that play with high ping, but I usually dont. I'm usually around 90-110ms for ping. Frames wise, can vary my peak FPS setting is at 100fps and normally within a 75-100fps range even around large groups. And that's on high settings. So what's the issue? What changed? I run very little to no programs in the background while doing PVP. My computer is actually extremely good. I7 14th gen cpu, 4070ti, 32gb ram, game is on a fast m.2 ssd and that's all thats on it. Internet speeds are 1gb up and download. So I have a nice set up to game on, or at least better than most.
So with this out the way. The issues with PVP and not to just solo them out..... Ball groups. 12-24 person groups, if not more, running around cyrodiil cross healing everything in sight. This is one of the BIGGEST issues, pvp'ers have been screaming this for so long now. I know there's people in the ranks at zos, and I'll say Gina's name, that hate PVP even being in the game and wished it was gone. That's her own personal wording actually. But we're players in this community just like the rest. We pay our monthly memberships, buy the updates, buy crowns and everything else that PVER's do. So why can't we exist in the game as well? This was and still can be one of the best PVP formats of any MMO/RPG's out. But it's dying because things are being fixed to help. They're only getting worse.
If it's an issue with being able to program skills and armors from doing one thing in one setting but not in another setting. There are probably already things in the game that can help with this. Mainly BATTLE SPIRIT. It already cuts so much down and activates while in PVP only. So there are ways to be able to make skills or set items only do things inside of the PVP realm.

l_AmWarSoul ShrivenIn the video notice all the healing and buff skills being applied by this ball group. And then look at the top right hand corner at the stats bar. the MS and the FPS dropping is horrible. This isnt the worst that it happen just when I decided to start a recording.0

Been this way since June 25th. ZOS changed something with their servers and now even FPS is server side borked somehow.1
