Is it a bug that I get two merciless resolve arrows?

I don't recall seeing any notes about this, and at first I just thought the indicator on my ability bar was bugged, so it seems kinda weird that I can build up two arrows now. Is this a bug or just how it is now?

✭✭✭This was something ZOS did for U46, where Spec bow (both morphs) have a max of 10 stacks instead of 5. This allowed players who built up all 10 stacks to fire off 2 arrow procs back to back since they still only consume 5 stacks per activation.0 -
